Russian Cabinet Backs Kyoto Protocol

Source: www.cbc.ca, Thurday September 30, 2004 MOSCOW – Russia’s cabinet approved ratification of the Kyoto Protocol on climate change Thursday, moving the agreement one step closer to worldwide implementation. The international agreement, which sets targets for cutting greenhouse gas emissions believed to be responsible for global warming, had needed Russia’s approval to go into force. The cabinet decision has paved the way for Russia’s parliament to ratify the pact agreed at a 1997 conference in Kyoto. Ratification is expected to pass the lower house, known as the State Duma, which is dominated by the pro-Kremlin United Russian party.
